This quote is means that you are always being tested to see if you obey. An example of this could be the law. If you break the law and not obeying them then it shows that you are a rule breaker and may not be trusted. Rules are just tests to see if you can obey them. If your parents tell you not to do something and you do it anyways they see that you are not responsible. So basicly every action you do is kind of a test because it shows what kind of person you are.
